OHRSOL is monitoring legislation and new developments affecting our members and the registered population. These bills have been introduced in the Ohio General Assembly for the session ending December 31, 2022:
- Ohio House Bill 459 – Restricting employment for persons required to register as Tier II or III under current law, or habitual offender or sexual predator under prior law (referred to as “the restricted class”). The bill would prohibit members of the restricted class from working or volunteering in any capacity, including offering goods or services, to minors. It would also require additional reporting for the members of the restricted class, and their employers.
- Ohio Senate Bill 288 – Revise criminal law. This bill is an 1,800 page bill intended to provide criminal reform recommended by the Ohio Criminal Justice Recodification Committee. See letter to the bill sponsor, Senator Manning.
- Amendment to petition for termination of certain adolescents from the duty to register.
In addition, OHRSOL is petitioning the American Law Institute (ALI) to adopt a Model Penal Code for the states to follow that would provide reform for sexual offense registration. We are also monitoring the Attorney General’s Office for any new rules imposing additional requirements under federal SORNA laws.
